I never stated that Bush wasn't also at fault. But part of what you mentioned (like the plan taking a while to get to his desk) is due to the transition between Presidents, which wasn't so great when Bush took office. In 2000 Clinton had Richard Clarke come up with a plan to take out Al Qaeda. the plan was to break up Al Qaeda cells and arrest their personnel. Attack financial support for Al Qaeda, freeze its assets stop it's funding through fake charities and give aid to governments having trouble with Al Qaeda....

The source who said Sudan offered us Osama was a Pakistani guy named Mansoor Ijaz who said he was a middleman between of the talks between the U.S. and Sudan. When was Clinton's golden opportunity to catch Bin Laden? if your thinking of Sudan supposedly offering to give us him in 1996 then you need to get your facts strait. Bill Clinton's terror policy is regarded as one of the best and Ronald Reagen and George Bush's are some of the worst.

From my perspective, except for 9/11 (which was also Clinton's fault, because he could have had Bin Laden during his second term), Bush's mistakes in handling the Iraq War strategy, and the economic collapse at the end of 2008 (also Dem's fault), Bush didn't do a whole lot else that was bad.
