I assume you've tried restarting? I know that when you're infected with the Sub7 Trojan it has the option to disable certain keys. Other than that.... Is there a "Key remapper" running on the system? Or someone disabled the key in the registry perhaps? I'm looking into it, but that doesn't sound like a standard Windows XP feature ;-)....

Edit: Appearantly, a browser hijack also has this 'feature' it is commonly repaired by installing, updating and running "Spybot Search & Destroy." More info on Spybot can be found in the very top thread in the computers forum.
