Because it required no effort to do so. Try holding someone still long enough to blow your load and see how easy it is.

Ehhhh. I would go with the always shave thing. That is what I prefer, but a number of female friends, including my girlfriend, have pointed out that its not always feasible withing time constraints to do that. Personally I like smooth legs, but if they're wearing jeans or other long pants i really don't care. If I'm going to have to touch the legs I really do ask that they are shaved.
