It's efficient, Sev. You use the paper cone to eat with now, and to... erm... You can probably guess where to use it later. [/Soviet era economic joke]

Waffle cones are best in most instances. However, there's something to be said for cake cones (the smaller yellow cones) when the last bit is gotten to with compressed ice cream in the bottom.

Mega-cones are nice, but I make a horrible mess of them (ask Jez about ice cream when we were on Catalina). They're typically too large and result in too much leakage at the bottom. Standard cones are far more manageable.

Some places have cone-cups. Its a bowl made out of cone stuff. Those are awesome. You eat it with a spoon, then you eat the bowl.

Also, chocolate dipped waffle cones > *. The chocolate seals the tip, so it does not drip melted ice cream, and it tastes good, too.

Sugar cone with either hardened fudge or peanut butter stuffed at the bottom. 'nuff said.

Waffle cones are nummy, but a bit too large for my tastes.

Okay, as a person that works as an Ice Cream Servicier, I can tell you to always, ALWAYS go with a cup if you want more ice cream. If you get a sugar cone, unless you get a kiddie size ice cream, you're going to get about 75% of what your ordered because they are a huge pain in the ass to pack, waffle cones are a bit better, but you still won't get enough, a cup is totally the way to go.

Cones can successfully be eaten with one hand while walking around downtown carrying a bag of recently purchased books. Also, I have on one occasion had the need to drive a standard transmission vehicle while eating ice cream. A cup would have made this impossible. Thankfully, I was eating my Ben & Jerry's Coffee Coffee Buzz Buzz Buzz ice cream from a waffle cone.

There are bowls made of waffle around here, but you need to ask for a big ice-cream to get them.

I still say cones are nasty, but sugar cones are way better than waffle, especially considering what Martin pointed out.
