You are Windows 95. You are the oldest of the Windows girl who still hangs around, so you're bit more mature than some of the others, but not really any more effective. You dress and act like a traditional Meiji-era Japanese girl most of the time, but when confronted with your hated rivals, the Apple-tans, your katana comes out and you go for the kill.
This is interesting considering I answered the question about rival OSes as hating Windows. I have a win 95 computer though and it worlkd okay. It does a lot of things okay, and could probably do even more of them okay if it wasnt on a 166 mhz laptop.

Someone really needs to show the obscure OSes some love.
Like OS/2-tan or BSD-tan.
OS/2-tan - you're older than most of the Windows girls, you're more skilled, but you're just a little too Warped to be mainstream.
FreeBSD-tan - a devil girl, who likes to remind Linux-tan (and Netcraft) that yes, they do indeed still exist and are relevant. No, really. Seriously.
OpenBSD-tan - I have this scary image of this combined with a cute anime girl... But as for personality, OpenBSD-tan is very strict, and likes to chide every other OS-tan in existance for their lax security, as well as remind everyone that she has only had one remote root hole in 8 years.
Edit: Damn you, Slashdot, for having the Preview button on the right! There was more I was going to write, but - oh well. (Edit 2: I know left from right.)
Doing a search through some of those image sites, I actually found a few resin models 2000-tan. Which leads me to wonder... are these purely original creations, or did the japanese internet community sort of choose already defined anime characters to modify? OR, are the japanese just WAY TOO GOOD at modifying resin kits? :)
First and third, from what I understand. None of the girls were based on any existing anime character - they're all originals based solely on operating systems (aside from Dr. Norton, who is, as you can likely guess, based on NAV).

Here's an amusing avi of a hypothetical but extremely unlikely opening for a possible anime of the OS-tans. Completely fan-made and whatnot. Oh yeah, on the same page you can find some of the translated comics.

I'll go with "Too Good at modifying resin kits" I can't find any characters that resemble them either. Closest to personality and appearance for ME-tan is Yotsubato from "Yotsubato."

Yo Mav, I'm real happy for you and Imma let you finish but Hirschoff had the best sig trends of all time.
Which disturbing and semi-pedophiliatic geekspawned anime bimbo are you?
You are a blatant mockery of Bill "Money-Cash-Money" Gate's success, strung to a tune that not only amuses all 50 Linux users in the world, but provides much needed cheesecake material for lovers and haters of Windows alike. You’re popular with some, masterbated to furiously by all. All you haters know resistance is futile, word? Now get those hands above the keyboard. Pervert.
