My personal favorite: Either Faye Valentine (previously mentioned), or White Queen from the X-Men continuity. We know about Faye, but why White Queen? One, her name is Emma Frost. That's just a damned awesome name. Two, she's not so much as slutty so much as she is sultry. Prolly speaks in that lower tone of voice; the kind that Lauren Bacall - who, I might add, looks great for a woman in her eighties - made famous. Third, she's well-read, cultured (probably has a good taste in wine, eats things like Coq au Vin, etc.), and damned filthy rich.

Though, if we're including video games, it's Jeane from Suikoden IV. Not Suikoden I, II or III, but the Jeane from IV. Although the game has been out for one month, she has become that type of character to me. That's why she's me av.

By the way, I should note, my origional choice was based on the fact that sexiness not only involves drool factor, but personality, voice, so on and so forth. It's nice to see most people have been listing WHAT they find sexy about their selected characters anyway. I mean, if I wanted to go for just drool factor... I don't even know. So freaking many choices.
