I was in Sioux Falls just last week. I can't imagine it having a racism issue. Of course, I didn't see any black people there either. Come to think of it, I don't think I saw any black people the entire time I was in South Dakota. I must have seen a couple, but I can't think of any specific instances. Then again, I usually don't pay attention to skin color either.

According to statistics reported to the FBI in 1995, northern states report far more race-motivated crimes than southern states.

Admittedly, the numbers aren't really normalized and don't take into account differences in hate crime, but interesting. The only numbers I could find, please don't refute with personal opinions.

Granted, that's hate crimes in general, which includes anti-gay crimes and the like ... and Detroit and LA are in "not the south".
Though semantically, I do think you have a bit of a point, that must be admitted: in general, racism isn't endemic only in the south. I'm sure there's a lot of racial hate one way or the other against Mexicans in the southwest, which isn't the south ... among other minorities, or against white people.
But against blacks, specifically... yeah, it certainly is more ingrained and more instutitonalized in The South.

I didn't realise just how deep-set racism is in the U.S. until I took my (then) girlfriend, and her grandparents (all from Northern Kentucky) for a meal the day before I was due to fly back to England.
It was quite a posh resturant just over the river in Cincinatti, and as soon as we were being show to our table, her grandfather said, in a raised voice, "Look at all the fucking n*ggers in here"
I was too dumbstruck to say anything at the time, but when I mentioned it to her later, she couldn't see what he had said wrong, as "you don't expect to see n*ggers in a resturant like that"
It was one of the reasons I broke it off with her (I was looking into moving there permamently at one point), and never spoke to her again.
Sickening.

Well, a couple quick things to bear in mind, there:
1) In all reality, they probably did not expect to see so many black people there.
2) While the general population considers "nigger" to be a racial attack, a slur, in some places it's really more of just a crude/unrefined/common way to refer to black people, like talking about "trailer trash" or what have you.
And it's important to realize that if the ONLY thing about someone's animosity toward a group of people that makes it different from any other daily grudge is the color of their skin, it's not "OH NOES RACISM" so much as it is a natural human tendency to be wary of those who've burned them in the past. Many people carry great animosity toward used car dealers, too. The only difference is that you can't necessarily tell who's a used car dealer and who's not based on appearance alone.
Racism is one of those words that has come to ring hollow as it's been over-used, abused, thrown around lightly, and generally has been watered down, having had all real (and deserved) weight to it marginalized. If I were to get in a fight with some redneck from a trailer park and I called him a "white trash piece of shit" it's all OK. If I get in a fight with a black guy and call him a "ghetto trash piece of shit" it's racist, and suddenly it makes all the difference in the world, as now I've committed a "hate crime." And if that same ghetto trash piece of shit gest in a fight with the redneck and calls him a "white trash piece of shit," then he's just telling it like it is, because he calls 'em like he sees 'em. South Park actually did a great job with that when Cartman "hate crimed" Token. And yeah, OJ was an innocent man. Mark Fuhrman was just a racist who planted evidence because OJ is black, and he hates black people so thoroughly that he tries to convict innocent people with incredible, astonishing skill.
Anthony Pellicano, a private investigator for Fuhrman, stated in the Washington Post (1995-08-22), "Fuhrman's life is in the toilet. He has no job, no future. People think he's a racist. His life is ruined. And for what? Because he found a key piece of evidence."
And the saddest part about all this "racism" bullshit is that it is self-perpetuating and feeds real racism.

With regards to having to watch what you say, you have no idea how bad it is over here at the moment, due to political correctness.
Some local authorities banned the flying of the St. Georges Cross flag, although Scottish, Irish and Welsh flags were all fine, in case it offends minorities (not as bad at the moment, due to the World Cup about to start, but will probably return to 'normal' as soon as it ends).
As far as 'hate crimes' go, some people just want to play the race card, and always want to be a victim to get what they want.

Judge Ito should have been struck off for that farce of a trial.

Actually, most of the different colored people in Sioux Falls are immigrants/refugees, so I'm sure that also plays into the lack of racism. But yes, it's still mostly white people.
My dad is horrible, but that came from having to deal with some idiot lieutent in the air force who happened to be black. He also had some issues with his first job right out of the air force.. something to do with the affirmative action stuff. I don't fully understand it.
