She'll get fired eventually, just takes enough people with authority to figure it out.
All this bs is one reason I left working retail 3 years ago. I did 9 years working for grocery stores and department stores. Even managed a grocery dept. But to deal with idiotic customers on top of bosses that are oblivious to their employees, and the employees themselves who don't know what the word work actually is, it was just too much for me. I don't need, nor want to deal with it anymore.
So hopefully you won't have to deal with her much longer, some should just never enter the work force.

I like Office Space's solution: Just move the offender to a basement "desk" where you can't turn lights on, and stop sending them paychecks =P
But yeah, I worked at McDonald's when I was 15 (never let it be said that I was too good for any kind of work!) and there was a 22 yo mexican man that kept hitting on me. He followed me into the back room once and tried to kiss me, and his advances didn't stop when I told him I wasn't interested (and that I was only 15!).
When I talked to management about it, their respose was "It's okay, he does it to everybody" and they refused to discipline him in any way,
That's when I just quit the job and started up at a supermarket, instead.
