Nowhere in the article does he say that the hurricane was a plot against him. He believes that the reaction to the hurricane is a plot against blacks in general.

Yes, but out of context it's quite funny. Besides, the line does imply that there's some sort of massive government conspiracy to get natural disasters to cause demographic shifts.
