Apparently (after some research) Eihger pulled a stupid and got himself banned for a week (Soth did the same) but signed up for another account with a 2 on the end of his name.
From a simple analysis of his posts, it is the same Eihger, but I have no proof to back this up. Go read all his posts for yourself and make your own decision if you disagree with mine.
As to his custom title, he has one because those that give out titles decided to give him one for their own amusement. Question not the powers, for they are mysterious and have the power to SMITE you.
I don't care who's right, who's wrong, or what you meant to say. Only thing I care about is the Truth. If you have it, good, share it. If not, find it. If you want to argue, do it with someone else.

If you read MB's post in Edits, Deletions, and Blatant Abuses of Power you can see the Eihger didn't get away with circumventing the ban... he's now banned for a month.
