It depends on a lot of factors. Bacteria need water -- sweat -- and food -- organic materials such as dead skin and dirt that you may pick up. You can also pick them up from surfaces in the bathroom and kitchen, from doorknobs, and, well, just about anywhere else. That's why doctors are so careful about how they wash prior to surgery.

Indeed. But when washing your hands in the restroom and such, water alone will wash away the vast majority of pathogens. It may not kill them outright, but the point is that they not be on your hands, right? Soap doesn't kill bacteria, either, but rather just helps displace dirt and grime so that it washes away from your hands. Antibacterial soap, on the other hand, employs agents that needlessly build up resistant bacteria. No, you alone will not cause a problem, but hundreds of millions of people use it constantly, and it eventually may become a real problem.
