Except that tl;dr is well established. Just because you're oblivious to it doesn't mean nobody's heard of this before. For the people who don't get the job, here's a better explanation:
It's commentary about the future of media/consumer interaction. As even major news outlets attempt to become "interactive" to increase consumer use, implementing blogs (insert shudder here), txt-ur-vote campaigns, and user comment and debate fields, the not-so-pretty face of the average person is going to become visible, IE lowest common denominator. Essentially, most people out there don't have their oppinion broadcast to the masses for a good reason, and now this is changing. Do you really want to see what your thirteen year old neighbor has to say about international politics? Etc. Or, if you've read Ender's Game, think of it as a realistic impletation of the "nets".
The end result is either 4chan everywhere. Or overly moderated discussion by pompous basement dwelling nerds - which I consider to be a worse fate.
TL;DR you don't want to know, see or hear what the average person thinks. That's why we never put them on the news in the first place. Unless it was Cops.

On a serious note: I've been noticing an increasingly alarming trend: At first, netspeak (which started well before the Internet was popular; we used it on single-line BBS's back in the stone age) was shorthand. Slow typists used it as a quick way to get their thoughts out without the frustration of typing the whole word.
Now, unfortunately, some people can't seem to ever say "you're" or "your", and instead just throw "ur" in everywhere. There are times when you hit a forum or comments section and can't even read it because of the incredible lack of legibility... and it's not just "ur" and "tl;dr", but people who can't get "your" and "you're" right.
I thought that the Internet was supposed to expand human knowledge; instead, it seems to be simply making it easier for lazy morons to spread their stupidity.
And yeah, Greg... That article was about as "no duh" as it gets. I'm glad NPR is sticking to hard news instead of writing fluff pieces about... oh frak. nm.
