I'm going to get flamed for this...
It sounds alot like delusional hallucination. Admittedly, however, I have never tried it due to an astounding lack of belief in anything...unlikely.
A question, though, how do you KNOW you're actually projecting yourself, as opposed to simply going through areas you know well in your memory?
I HAVE had episodes like what you have described, but my tendencies toward hallucinations mean this only makes me more skeptical.

when you see people you dont know, or places you've never been, it's kinda hard to believe that your mind can make everything up, especally when you are able to describe something, somebody else saw, or felt, or tasted... or to be able to find somebody who knows exactly what you know, when you know it

Wow, I'm surprised by the large number of believers. I thought I was going to be called flaky for just considering it. But as Fixer said, you can't prove it either way, so anyone who claims to know whether or not this is possible is going on my list of arrogant people who think they know that which they do not. I'm happy to see no one's done that yet as this thread could easily turn into a flame war.

Why does it happen by accident and how do you will it to happen?
If you're leaving your body, couldn't somebody come by and take your body, leaving you floating in space? You say it's dangerous. What could happen to you?
Have you ever been able to prove it, for instance by finding something out that you couldn't otherwise know?

I used to project myself a lot when I was younger (around 18 - 19)... haven't done it in about 10 years though and my first time happened sort of by accident... I'd been trying to do it for a couple months with no luck so I took a couple nights off from trying and that's when it happened... one thing I haven't seen mentioned (though it may have, I'll admit sometimes I don't completely read each and every post so I miss things) is that you *can* get lost and not be able to find your way back to yourself... I recommend that until you are experienced in projecting and returning you keep a *cord* attached... it's mainly mental but you can imagine a cord, usually white from what I've seen, attached to your body and you're holding the other end... that way when you're ready to return you follow it back...
As for proof, well I've proved to my friends that it was true... my friend and I agreed that I would project myself some time during the week and basically *go visit* her that night and tell her the next day what I saw or heard... the day after I visited her I described in detail the new way she had her room set up and asked her who had bought her the flowers on her dresser which she hadn't told me about... after that my friends were convinced...

On the subject of ball lightning, Scientific American has this as a general reference.
As for astral projection, I do not know anybody personally who has claimed to have undergone this, nor do I know if it is possible. Though it sounds like it would be cool, my misgivings would probably preclude me from obtaining it as people have said that belief is a large part.
