Is it free to translate RL to other languages and publish it on other WWW-sites ?

I am from Poland. Many RL funs here present. However, some ppl really don't understand English... Could I translate it to Polish and publish on http://www.smiech.net (polish fun site) ?

Look at http://www.userfriendly.pl (translation of http://www.userfriendly.org)
or http://www.garfield.prv.pl (translation of garfield)
or http://www.calvin.prv.pl (translation of Calvin and Hobbes)

I'd like to translate RL...

You would have to ask Greg Dean about that, as it is his comic, and he retains all rights to it.
