The police can't be everywhere and protect everyone all the time. Especially true in the netherlands, where in the last number of X years (don't remember how many exactly) crime rates have multiplied tenfold, but the police force has stayed the same, and is getting smaller now cause a lot of people are going to retire soon. Even more so, less people are getting into police academies because there's not enough budget. With the rise of senseless crimes, people beating other people up or killing them for no reason at all, you can imagine more and more people feel unsafe here.
People who actually defend themself get sued for 'disproportional violence' and land in jail while the mugger or burglar goes free! Recently 2 people who worked at some supermarket got arrested after they chased after a shoplifter, for this reason. The thief (a junkie, who would've guessed..) went free.

Its human nature...unfortunatly there has not been any effective ways to control or reduce it (the nature for violence). But using violence to stop violence is not a good way to reduce this nature for violence. I couldn't think of any other way to reduce this nature other than logic...but its my opinion which does not have to be taken account.
