Yes, Scotland is a country but all of England, Scotland, Wales, Ireland, and Northern Ireland are all considered the UK. So...partial credit.

And even if it weren't, it's sure as sugar not 'England' which was the nearest alternative option
Scotland has it's own Government and Law: both quite seperate from English Government and Law, and although I'm no political whizz; I do believe Wales also voted in favour of devolution.
