But you have options, thus a choice. You choose to drive your car, pay for the permit and deal with the parking yet you rant about it. If its the best choice, you should be thankful of it and not complain about it.

Miroku: We have no football team, and sports teams in general have to fight for funding.

Parking is expensive because actual student fees aren't that bad considering the education, and they have to make money somehow. Plus, space in that area is pretty expensive. Of course, the current financial situation in California means higher fees all the way around, and demand does play a role.

I could ride the bus, but I choose to not buy a permit and just park off campus and walk 30 minutes to class. It's the most efficient way, in the end. Even with a permit though, the walk is about 10 to 15 minutes.
