Inking and cleaning up help

Well, this is mainly to do with inking. I am wondering what can I do to make my inked lines more smoother and cleaner after I scan them in. Should I use a filter in PS like blur? Or should I use Illustrator? ANy suggestions on how to get smooth lines going? Well, at least to make them look nice and clean.
